Amends Ohio Revised Code section 3335.38 to establish a farm production, policy, and financial management institute within OSU Extension to train persons to assist farmers with farm production practices, agricultural marketing, farm policy, and financial management challenges.

Prioritizes enrollment for farm owners and managers, bank and farm credit agency employees or representatives, agricultural teachers, and OSU faculty and employees who agree to assist Ohio farmers with coordinated financial statements.

Allows OSU Extension to charge participants a fee, with the option to waive fees for those given priority enrollment status.

Appropriates $250,000 from the General Revenue Fund for fiscal year 2022 and $250,000 for fiscal year 2023 to The Ohio State University Extension's Farm Financial Management Institute.

Repeals the existing section 3335.38 and subjects the appropriation to provisions of the 134th General Assembly's main operating appropriations act.
