Enacts the "Parents Right to Know Act" to enforce school district compliance with venereal disease and teen pregnancy prevention instruction requirements.

Requires venereal disease or teen pregnancy prevention education to emphasize abstinence as the only 100% effective protection and include instruction on abstaining until marriage, risks of sexual activity outside marriage, and adoption as an option for unintended pregnancies.

Mandates the state board of education conduct annual audits of all city, local, and exempted village school districts for compliance with these instruction requirements, with findings published within 120 days of the school year start.

Allows parents or guardians to bring civil action against school districts to enforce compliance if audits determine non-compliance with the instruction requirements.

Permits parents to request written permission for any additional venereal disease or teen pregnancy prevention instruction beyond what is specified in law, which schools must obtain before providing such instruction.
