Amends section 9.68 of the Revised Code to include knives alongside firearms in Ohio's uniform weapons regulation laws, establishing that individuals have a fundamental right to own, possess, purchase, carry, sell, and transfer knives without further license, permission, or restriction.

Defines "knife" as a cutting instrument including a sharpened or pointed blade, and defines "arms" to include both firearms and knives.

Allows persons, groups, or entities adversely affected by ordinances conflicting with the law to bring civil actions against political subdivisions seeking damages, declaratory relief, and injunctive relief, with courts awarding reasonable expenses including attorney's fees if the challenger prevails or the ordinance is repealed.

Exempts zoning ordinances that regulate commercial sales of knives and firearms in residential or agricultural areas, and zoning ordinances specifying hours of operation or geographic areas for commercial sales in properly zoned commercial, retail, or industrial areas.

Repeals the existing section 9.68 of the Revised Code.
