Expands eligibility for county sewer and drainage discounted rates or charges to include persons who are sixty-five years of age or older, low- and moderate-income persons as defined under section 175.01 of the Revised Code, and those experiencing temporary hardship.

Allows county commissioners to establish discounted rates, charges, or other mechanisms for reducing rates or charges for qualifying individuals, with eligibility requirements to be determined by the board.

Replaces the previous requirement that discounted rates be limited only to seniors aged sixty-five and older who are eligible for homestead exemption or qualify as low-income persons.

Maintains existing provisions for county commissioners to fix reasonable sewer and drainage rates, establish connection charges, collect unpaid amounts, and manage separate sanitary and drainage funds.
