H.B. 247 Summary

• Division of industrial compliance shall not inspect plumbing or collect fees in municipal corporations certified by the board of building standards to exercise plumbing enforcement authority.

• Division shall not inspect plumbing in health districts that notify the division of intent to inspect and employ or retain certified plumbing inspectors under section 3781.10 of the Revised Code.

• Health districts may contract with county building departments or other health districts to authorize plumbing inspections, provided the performing entity employs a certified plumbing inspector.

• Superintendent of industrial compliance shall adopt rules establishing minimum qualifications for certifying or recertifying plumbing inspectors based on education, training, experience, or demonstrated ability.

• Division retains authority to conduct plumbing inspections of any building reasonably believed to be a menace to public health, notwithstanding other provisions.
