Enacts section 4905.321 of the Revised Code to require public utilities to fully refund charges determined by the Ohio Supreme Court or other authority to be unreasonable, unlawful, imprudent, or otherwise improper within one year of the decision.

Public Utilities Commission must order utilities to pay interest on refunded amounts, calculated at the utility's long-term cost of debt and accruing from the time customers originally paid the charges.

Commission shall distribute refunds and accrued interest to customer classes in the same proportions as the improper charges were originally collected.
