Amends section 9.48 of the Revised Code to expressly include construction services within the definition of "services" for joint purchasing purposes.

Allows political subdivisions to permit other political subdivisions to participate in their contracts for equipment, materials, supplies, or services, and charge reasonable fees to cover additional costs incurred.

Exempts acquisitions through joint purchasing contracts from competitive selection requirements if the underlying contract was awarded through public solicitation or competitive procedures.

Permits political subdivisions to purchase from alternative sources at lower prices if equivalent terms and conditions are available, without following standard competitive selection procedures.

Clarifies that county hospitals are included as political subdivisions eligible to participate in joint purchasing programs.
