Department of Administrative Services shall collect user fees from Multi-Agency Radio Communications System (MARCS) participants, with fee amounts determined by the director with advice of the MARCS steering committee and consent of the budget director.

All MARCS user fee revenues shall be deposited into a newly created MARCS administration fund in the state treasury, with investment earnings credited to the fund.

Director of Administrative Services must submit user fee information to the President of the Senate and Speaker of the House by January 31st of every odd-numbered year for the upcoming biennium.

General Assembly may appropriate funds from the general revenue fund to offset increases in user fees for local government users, with the intent to maintain MARCS user fee amounts for local government users at the level effective on the amendment's date.

Director of Administrative Services, MARCS steering committee, and budget director are prohibited from raising, lowering, or modifying user fees based on expectations of offsets for local government users.
