• General Assembly intervention rights: Allows the House, Senate, and General Assembly to intervene in any court action challenging Ohio's constitution or laws, with the Speaker and Senate President authorized to retain special counsel.

• Governor and agency counsel authority: Permits the Governor to retain outside counsel (other than the Attorney General) and allows similar authority for legislative leadership to protect institutional interests in litigation.
