Requires electronic benefit transfer (EBT) cards for Supplemental Nutrition Assistance Program (SNAP) benefits to display a color photograph of at least one adult household member on the front of the card.

Requires the back of SNAP EBT cards to display a telephone number and website address for reporting suspected fraud under the program.

Exempts households from photograph requirements if they have no adult members, or if all adults are age 60 or older, blind, disabled, victims of domestic violence, or have religious objections to being photographed.

Requires the Department of Job and Family Services to develop a strategy within one year for issuing compliant cards, with all new cards meeting requirements within six months and existing cards replaced within twelve months.

Permits adults who meet exemption criteria to voluntarily provide a photograph for inclusion on their household's card.
