Reduces State Board of Education voting members from 19 (11 elected, 8 appointed) to 11 elected members only, eliminating all gubernatorial appointments.

Establishes 11 state board of education districts, each comprised of three contiguous state senate districts, with one elected member per district.

Two senate and house committee chairs with education oversight remain as nonvoting ex officio members.

Allows current appointed board members to serve out their remaining terms; vacancies from appointed members are not filled and those positions are abolished.

Reduces the vote threshold for declaring board member absences as insufficient from 12 to 7 voting members.
