Establishes the Student Pathways for Career Success Grant Program to provide grants to lead districts and Ohio technical centers for improving or expanding career-technical education programs that meet state or regional workforce needs.

Allows career-technical education programs to provide remote or digital learning opportunities to students on a full-time or hybrid basis to the extent practicable.

Creates the Employers Providing Work-Based Learning Pilot Program, which grants workers' compensation premium discounts for employers providing work-based learning experiences for career-technical education students and exempts students from Chapter 4109 labor requirements while participating.

Provides a 15% income tax credit to employers who employ eligible employees (ages 19 and under) enrolled in approved career-technical education programs in work-based learning experiences, internships, or cooperative education programs.

Updates industry-recognized credentials list to include driver's licenses obtained through school district driver education courses, and allows career-technical planning districts to use career-technical education funds for driver education courses.
