Prohibits law enforcement officials and agencies from establishing or maintaining arrest and citation quotas, formally or informally, as a basis for evaluating, promoting, compensating, transferring, or disciplining officers.

Bans requiring or suggesting to officers that they must meet quotas and prohibits offering financial rewards or other benefits determined by quota performance.

Requires law enforcement agencies to consider community contacts, public event participation, and commendations/complaints when evaluating officers instead of arrest/citation numbers.

Allows agencies to collect arrest and citation data to ensure officers comply with legal obligations and to assess proportions of arrests and citations by individual officers or groups.

Establishes an anonymous reporting system through the Attorney General's office for officers to report quota violations, with investigations to be completed within one year and cease-and-desist orders issued if violations are found.
