HB 311 Summary

• Amends section 5902.09 of the Revised Code to expand the Electroencephalogram (EEG) combined Transcranial Magnetic Stimulation (TMS) Pilot Program for veterans, first responders, and law enforcement officers.

• Directors of veterans services and mental health and addiction services shall establish a three-year pilot program with one main location and up to ten branch sites, which may include mobile or portable units to expand access to care.

• Program targets individuals with substance use disorders, mental illness, sleep disorders, traumatic brain injuries, PTSD, sexual trauma, concussions, and quality of life issues affecting cognition and concentration.

• Appropriates $6,000,000 from the General Revenue Fund for fiscal years 2022 and 2023 to serve up to 300 additional veterans and up to 300 additional first responders and law enforcement officers.

• Requires suppliers to conduct clinical trials, establish peer-to-peer support networks, provide pre- and post-treatment neurophysiological monitoring with EEG assessments, and submit quarterly reports to the senate and state agencies.
