Establishes the Supplemental School Year Program for the 2021-2022 school year allowing high school students (grades 9-12) enrolled during 2020-2021 to retake or supplement courses completed that year regardless of passing status due to COVID-19 pandemic impacts.

Requires students to submit participation requests within 30 days to their school district, community school, STEM school, or chartered nonpublic school, which then have 30 days to accept requests and develop implementation plans.

Mandates that schools replace original 2020-2021 course grades on transcripts with new grades earned through the program when students retake courses or complete similar supplemental courses.

Allows retaken courses to count toward full-time enrollment status but only count as additional graduation credit if the student failed the original course.

Permits schools to petition athletic organizations for up to two additional semesters of eligibility for program participants and prohibits course retaking from disqualifying students from interscholastic athletics participation.
