Allows victims of discriminatory false 9-1-1 reports to sue for damages when the report is based on race, color, religion, or national origin of the subject.

Permits civil action under new section 2307.68 for full compensatory damages (including emotional distress), punitive damages, court costs, and attorney fees.

Defendants who lose civil cases must complete implicit bias training offered by the Kirwan Institute at Ohio State University or an approved local program and provide written proof of completion to the court.

Applies to false 9-1-1 reports made by dialing or texting, and to non-9-1-1 police dispatch calls made for discriminatory reasons when no emergency exists.

Names the legislation "Darren's Law."
