Amends section 3761.16 to allow chief administrative officers to cordon off riot-threatened areas and prohibit sale, transportation, and possession of firearms, ammunition, and explosives in cordoned zones during riots or clear and present danger of riots.

Declares firearms, ammunition, accessories, shooting ranges, and related businesses and services as "essential" businesses that cannot be prohibited or restricted during declared emergencies, disasters, wars, acts of terrorism, riots, civil disorders, or public health crises.

Prohibits state agencies and political subdivisions from prohibiting, regulating, registering, seizing, or confiscating firearms, ammunition, components, or deadly weapons during emergencies; also prohibits suspension or revocation of concealed handgun licenses except as authorized in existing law.

Automatically extends concealed handgun licenses that expire during a governor-declared emergency for the duration of the emergency plus 90 additional days, with further extension if renewal is submitted during that period.

Allows persons, groups, or entities adversely affected by violations to sue for damages, injunctive relief, and declaratory relief in common pleas court, with courts required to award reasonable expenses to prevailing plaintiffs or if violations are repealed before final determination.
