Changes county treasurer start date from the first Monday of September following election to the second Monday of March following election.

Newly elected county treasurers must complete initial education programs between December 1 and the second Monday of March before taking office, covering governmental accounting, investments, cash management, cybersecurity, and compliance (at least 13 hours each in two subject areas).

County treasurers who fail to complete required initial or continuing education have their investment authority suspended and transferred to the county's investment advisory committee, and may only invest in limited low-risk options.

Creates a county treasurer education fund for expenses of education programs, funded by registration fees collected by the treasurer of state.

Applies to county treasurers elected on or after the bill's effective date; first treasurer elected after enactment serves a term beginning the first Monday of September and ending the second Monday of March following the next treasurer election.
