Prohibits Ohio state government, including statewide elected officers, administrative departments, and state agencies, from conducting any contest, lottery, drawing, or similar event where participation or prize eligibility depends on an individual's COVID-19 vaccination status

Redirects any Coronavirus Relief funds that the Department of Health had encumbered or set aside for COVID-19 vaccination lotteries to the Early Childhood Mental Health initiative (50%) and Small Business Grant Relief Program (50%) in fiscal year 2021

Declares the act an emergency measure with immediate effect to prevent the COVID-19 vaccination lottery from taking place

Names the legislation the "Taxpayer Protection Against the Frivolous Vaccine Lottery Act"

Requires the Director of Budget and Management to establish accounts tracking the source and amount of appropriated funds
