Requires law enforcement officers to wear clearly visible badges and identification on their person while on duty, including during emergencies declared by the governor or mayor.

Identification must be easily identifiable and include the appointing authority; may optionally include the officer's name and badge number.

Exempts undercover law enforcement officers, including undercover drug agents, from the badge and identification requirement.

Establishes complaint process allowing any person who encounters a non-compliant officer to submit complaints to the attorney general by mail, phone, or online portal.

Authorizes the attorney general to fine an officer's appointing authority $1,000 per instance of noncompliance; each day or partial day of non-compliance counts as a separate instance, with fines deposited in the general revenue fund.

Takes effect April 1, 2022, and supersedes any conflicting collective bargaining agreement provisions.
