Requires the Director of the Legislative Service Commission to prepare a "human impact statement" for any bill or joint resolution that creates or amends a criminal prohibition, criminal penalty, or law governing imprisonment, correctional supervision, or offender rehabilitation.

The human impact statement must analyze whether the proposed legislation would have a disparate impact on racial or ethnic groups, age groups, or genders, including increased exposure to police contact, detention, prosecution, conviction, sentencing, or imprisonment.

Statements must be prepared before committee recommendation and again before final consideration by either house, and must indicate: that disparate impact would occur and explain it; that no disparate impact would occur; that impact cannot be determined; or that determination cannot be made within the allotted time.

The Director may request information from any state, county, municipal, township, school district, or other governmental entity to complete the statement, and such entities must comply with requests.

The statement is for informational purposes only and does not represent legislative intent; failure to prepare the statement does not invalidate any bill or resolution that passes.
