Amends definitions of "plug-in electric motor vehicle" and "hybrid motor vehicle" in Ohio motor vehicle law to clarify vehicle classifications.

Reduces additional registration fees for plug-in electric motor vehicles from $200 to $100 for each application for registration or registration renewal.

Reduces additional registration fees for hybrid motor vehicles from $150 to $75 for each application for registration or registration renewal.

Fees remain prorated based on the number of months the vehicle is registered and are transmitted to the state treasurer for distribution according to existing law.
