Prohibits the Ohio Director of Agriculture from issuing permits for new or expanded regulated concentrated animal feeding facilities in the Maumee watershed if phosphorus thresholds from the prior calendar year are exceeded (spring load of total phosphorus exceeding 860 metric tons and total dissolved reactive phosphorus exceeding 186 metric tons).

Defines "regulated concentrated animal feeding facility" to include facilities meeting specified animal capacity thresholds, including 200+ mature dairy cattle, 750+ swine weighing 55 pounds or more, 16,500+ turkeys, and 9,000+ laying hens or broilers with liquid manure systems.

Allows completion of construction or modifications that were initiated before the effective date of this section under previously issued permits.

Requires the Director of Agriculture, in consultation with the Director of Environmental Protection, to study the feasibility of wastewater systems or other effective systems to reduce nutrient runoff into the Maumee River watershed and submit findings to the General Assembly by December 31, 2022.
