Creates a "Weirdo Cat Lovers of Cleveland" specialty license plate that vehicle owners can apply for through the Ohio Bureau of Motor Vehicles.

Establishes a $15 contribution collected with each license plate application and renewal, deposited into the license plate contribution fund to support the nonprofit organization Weirdo Cat Lovers of Cleveland.

The nonprofit shall use contributions to assist pet parents with emergency veterinary bills, provide food and litter assistance to those in economic need, and control feral cat populations through trap-neuter-return programs.

Requires a $10 administrative fee to compensate the Bureau of Motor Vehicles for processing the specialty plates, deposited into the public safety highway purposes fund.

Amends existing section 4501.21 to add the new license plate to the list of specialty plates whose contributions flow to designated organizations and charitable causes.
