Prohibits municipal corporations located within the Western Basin of Lake Erie from discharging any amount of sewage, sludge, sludge materials, industrial waste, or other wastes into Ohio waters.

Requires the director of environmental protection to revoke all existing NPDES permits and other permits issued to municipal corporations in the western basin that own or operate treatment works or sewerage systems within ninety days of the effective date.

Prohibits the director of environmental protection from issuing any new NPDES or other permits to municipal corporations located in the western basin that own or operate treatment works or sewerage systems.

Establishes criminal penalties including fines of $250,000 for a first offense and $1,000 for each subsequent offense; increases to $1,000,000 additional fine if pollution exceeds 100 million gallons within a twelve-month period.

Amends existing water pollution statutes (sections 6111.04 and 6111.99) and creates new section 6111.61 of the Revised Code to implement these prohibitions.
