Amends Ohio Revised Code sections 9.481, 9.61, 737.08, and 737.22 to create an exception allowing municipal corporations to require fire chiefs and police chiefs to reside within the municipality during their first five years of service.

Affected individuals are given six months from the start of their service as chief to establish residency within the municipal corporation.

The residency requirement applies only to the first five years of service; after that period, fire and police chiefs have the general right to reside anywhere in the state.

Maintains the general prohibition against political subdivisions requiring employees to reside in specific areas, with this new exception being one of the limited circumstances where such requirements are permitted for municipal fire and police leadership positions.
