Establishes a fair paycheck workplace certificate program administered by the Ohio Director of Commerce for employers with two or more employees who demonstrate pay equity between male and female workers.

Requires employers applying for the certificate to submit payroll records showing gross compensation paid to male and female employees during the preceding calendar year and other application information to the director.

Issues certificates only if the average gross compensation difference between male and female employees is less than five percent; initial certificates are valid for six months and may be renewed annually.

Prohibits employers from claiming to possess a certificate unless they hold an unexpired one from the director and establishes an online searchable public database of certified employers with current or expired status.

Keeps individual employee payroll data confidential while making the director's certification decisions public; authorizes the director to establish application fees not exceeding the cost of program administration.
