Amends section 3333.31 of the Revised Code to establish in-state tuition eligibility rules for veterans, spouses, and dependents at Ohio state institutions of higher education.

Grants residency status to veterans who served 15 or more days on active military duty or active duty for training and were honorably discharged or medically discharged, along with their spouses and dependents, if domicile is established in Ohio by the first day of enrollment.

Extends in-state tuition eligibility to recipients of federal veterans' benefits under the All-Volunteer Force Educational Assistance Program (38 U.S.C. 3001 et seq.) or Post-9/11 Veterans Educational Assistance Program (38 U.S.C. 3301 et seq.) who served at least 90 days on active duty and live in Ohio.

Grants residency status to recipients of the Marine Gunnery Sergeant John David Fry scholarship and those receiving transferred federal veterans' benefits if they enroll in an Ohio state institution and live in the state.

Applies to active duty service members and their spouses and dependents, requiring only that the student live in Ohio as of the first day of enrollment without requiring domicile establishment by the service member.
