Reduces the mental state requirement in Ohio Revised Code section 4301.69(B) from "knowingly" to "recklessly" for the prohibition against owners or occupants of public or private places allowing underage persons to possess or consume alcohol.

Changes language in section 4301.69(B) to read "recklessly allow" instead of "knowingly allow" when an underage person remains in a place while possessing or consuming beer or intoxicating liquor.

Maintains exceptions allowing underage alcohol possession or consumption when supervised by a parent, spouse, or legal guardian, or when given by a physician or for established religious purposes.

Repeals the existing version of section 4301.69 and presents the amended section as a composite incorporating changes from prior legislation (H.B. 137 and S.B. 131).
