H.B. 42 - Save Our Mothers Act

• Requires the director of health to adopt rules establishing annual continuing education requirements for hospitals and freestanding birthing centers on severe maternal hypertension, obstetric hemorrhage, and the two most prevalent obstetric complications identified by the pregnancy-associated mortality review board.

• Mandates that educational modules be updated and provided at least annually, with the director requiring hospitals and birthing centers to apply for continuing education credit approval from appropriate professional licensing boards.

• Authorizes the director of health to monitor compliance with continuing education requirements through record inspections and facility reporting.

• Directs the department of health to collaborate with the Ohio perinatal quality collaborative to develop an initiative improving birth equity, reducing racial and ethnic disparities in peripartum care, and addressing implicit bias in healthcare through best practices for implicit bias training and cultural competency education.

• Requires the department and pregnancy-associated mortality review board to provide all hospitals and birthing centers with best practices for timely identification of pregnant and postpartum women in emergency departments and consultation with obstetric providers, including via telemedicine.
