Sub. H.B. No. 428 Summary

• Establishes the Adverse Childhood Experiences Study Commission to gather data, study effects, and recommend legislative strategies for addressing trauma including physical/emotional abuse, neglect, and household dysfunction in childhood.

• Commission consists of 15 governor-appointed members with expertise in social work, law enforcement, psychology, medicine, suicide prevention, and child welfare, plus 2 senate and 2 house members.

• Commission must hold quarterly meetings with first meeting within 60 days of appointments; odd-numbered years designate senate member as chair and house member as vice-chair, reversing in even-numbered years.

• Commission shall prepare annual reports summarizing collected data on adverse childhood experiences and possible legislative strategies, submitting first report within one year of effective date.

• Commission terminates upon submission of its fourth annual report, approximately four years after establishment.
