Enacts section 121.221 of the Revised Code to authorize members of public bodies to hold and attend meetings and conduct hearings via teleconference or video conference.

Members attending meetings or hearings electronically shall be considered present in person, permitted to vote, and counted toward establishing a quorum.

Public bodies must provide public access to all remote meetings and hearings using methods such as live-streaming via internet, local radio, television, cable, or public access channels, or call-in information for teleconferences.

Public bodies must ensure the public can observe and hear all discussions and deliberations of members, whether participating in person or electronically.

Authority granted in this section applies notwithstanding conflicting provisions of the Revised Code, but does not negate other provisions of section 121.22, Chapter 119, or other non-conflicting sections of the Revised Code.
