HB 433 Summary

• Creates a new "boutique salon registration" for individuals providing only boutique services (braiding, threading, shampooing, makeup artistry, blow-dry styling, eye lash extensions, and wig styling), exempting them from full cosmetology licensure requirements.

• Establishes a simplified registration process requiring only name, location/address, phone number, email, and a registration fee (capped at $25), with no initial inspection requirement.

• Removes the requirement for boutique services providers to obtain traditional cosmetology licenses under sections 4713.28, 4713.30, or 4713.34 of the Revised Code.

• Allows boutique salon registrations to operate at salons, facilities, or residences without expiration, requiring only sanitization of tools and clean/sanitary conditions with proper ventilation and water/drainage.

• Includes a grandfather provision allowing individuals with existing natural hair stylist licenses (valid through December 31, 2022) to maintain and renew those licenses at the board's discretion.
