Substitute House Bill 458 - Summary

• Eliminates the ability to hold special elections in August except for nominations to fill U.S. House of Representatives vacancies; special elections may only be held on the first Tuesday after the first Monday in May, November, or March (or during presidential primary in March)

• Removes the fee requirement for election certificates; eliminates section 107.06 regarding commission fees and removes the fee payment requirement from the election certification process

• Modifies photo identification requirements for voter identification by clarifying acceptable forms as Ohio driver's licenses, state ID cards, U.S. passports, military identification, and certain government documents

• Changes absent voter ballot deadlines from the tenth day after an election to the fourth day for processing and counting mail-in ballots

• Creates provisions allowing replacement of identification cards marked as "noncitizen" without fee once applicant becomes a U.S. citizen, and allows disabled veterans and unemployed disabled residents to obtain identification cards without payment
