Creates new crime of "swatting" (section 2917.321) making it illegal to report false or misleading information to law enforcement, emergency services, or 911 knowing it is false and recklessly risking bodily harm resulting in emergency response.

Swatting is a fourth degree felony, or second degree felony if it results in serious physical harm to any person.

Courts must order offenders convicted of swatting to reimburse law enforcement and emergency service providers for costs incurred during the false emergency response.

Adds swatting to the definition of "offense of violence" in criminal code (section 2901.01).

Updates exempt employee pay schedules effective July 1, 2021-2023 and establishes State Highway Patrol officer pay ranges beginning July 1, 2023.
