Eliminates district advisory councils for general health districts and transfers all their duties and responsibilities to boards of county commissioners.

Amends 16 sections of the Revised Code to replace references to "district advisory council" with "board of county commissioners" throughout health district governance, including board appointments, fee approvals, and contract authorizations.

Repeals section 3709.04 of the Revised Code, which previously established the structure and authority of district advisory councils.

Allows existing board of health members serving when the law takes effect to complete their current terms and protects them from removal by the county commissioners under the new provisions.

Changes approval authority for health district policies, contracts, and fee schedules from district advisory councils to county commissioners in all general health districts statewide.
