H.B. 465 Summary

• Director of transportation must specifically notify any school that will be impacted by an additional highway or significant change to an existing highway before the project proceeds.

• Director must consider the impact of proposed projects on traffic through designated school zones and evaluate any traffic changes in light of student safety and school traffic.

• Expands public involvement requirements for Department of Transportation projects to include consideration of effects on schools and school zones, consistent with National Environmental Policy Act requirements.

• Defines "school" to include public schools operated by city, local, exempted village, or joint vocational school districts, educational service centers, community schools, STEM schools, college-preparatory boarding schools, and nonpublic schools.

• "School zone" has the same meaning as in section 4511.21 of the Revised Code, which defines it as the area within 200 feet of school buildings during school hours.
