Establishes a 9-8-8 administrator position within the Department of Mental Health and Addiction Services to oversee the 9-8-8 suicide prevention and mental health crisis hotline system in Ohio.

Designates 9-8-8 as the universal telephone number for Ohio's suicide prevention and mental health crisis hotline, consistent with the national system established under the Communications Act of 1934 and the National Suicide Hotline Designation Act of 2020.

Creates a dedicated 9-8-8 fund in the state treasury to support the hotline system, funded through general assembly appropriations, donations, gifts, bequests, and interest earnings.

Provides that money in the 9-8-8 fund cannot be transferred to other funds and any unused balance at the end of each fiscal year remains in the fund rather than reverting to the general revenue fund.
