Employers cannot require employees to receive vaccines using mRNA, DNA, or other genetic technology unless the vaccine has received full FDA biologics license approval.

Schools, private colleges, and state institutions of higher education cannot require students to receive genetic technology vaccines unless the vaccine has received full FDA biologics license approval.

Employees and adult students may decline FDA-approved genetic vaccines for any reason; parents or guardians may decline vaccines for minor students for any reason.

Individuals declining vaccination must submit a written statement to their employer or educational institution, which cannot require disclosure of reasons for declining.

The law expires when the federal COVID-19 emergency period ends as defined in 42 U.S.C. 1320b-5(g)(1)(B).
