Allocates $1,000,000 in fiscal year 2022 from the MARCS Administration appropriation (item 100605) to purchase, install, and maintain radio communication equipment.

Requires equipment to be APCO P-25 compliant Motorola ISSI-8000 or similar newer device supporting 20 simultaneous talk groups with standards-based interoperability between different manufacturers' radio systems.

Amends Section 207.40 of H.B. 110 of the 134th General Assembly regarding Department of Administrative Services general service charges and program administration.

Repeals existing Section 207.40 of H.B. 110 and replaces it with updated provisions covering collective bargaining arbitration expenses, consolidated IT purchases, investment recovery fund usage, and professional licensing system maintenance.
