HB 487 Summary

• Extends the bidding period for ballot printing contracts exceeding $25,000 from 5 days to 15 days
• Eliminates the requirement that ballot contracts be awarded only to vendors within Ohio and that ballots be printed within the state
• Changes contract award criteria from "lowest bidder" to "lowest qualified responsible proposer that meets minimum standards" established by the Secretary of State
• Reduces bid bond requirement from double the bid amount to 10 percent of the bid amount
• Requires proposers to post a performance bond equal to 100 percent of a single election's contract amount, or for multiple elections, 100 percent of the largest election's estimated costs
