Creates an "Ohio House Rabbit Rescue" specialty license plate that vehicle owners can apply for through the Ohio registrar of motor vehicles.

Requires a $15 contribution per license plate registration and renewal that goes to the license plate contribution fund, plus a $10 administrative fee for motor vehicle services.

Directs all contributions collected from the Ohio House Rabbit Rescue license plates to the Ohio House Rabbit Rescue organization for its rescue, adoption, and educational programs.

Amends section 4501.21 to establish the license plate contribution fund and specify how contributions from all specialty license plates are distributed to designated organizations and causes throughout Ohio.

Repeals the existing section 4501.21 and replaces it with the new comprehensive distribution system for specialty license plate contributions.
