Authorizes municipal corporations, counties, and townships to establish a "school adjacent zone" on streets or highways within a half mile of a school as an alternative to traditional school zones.

Requires local authorities to adopt a resolution proposing the school adjacent zone that designates speed limits and hours of effectiveness, with prior consultation with school administration and county/appropriate engineers.

Requires the resolution to be submitted to the director of transportation for approval before the speed limits can be altered within the school adjacent zone.

School adjacent zone speed limits become effective only when appropriate signs are erected at appropriate locations.

Repeals the existing section 4511.21 of the Revised Code.
