Adds a new pathway (Division C) for chemical dependency counselor II licensure requiring an associate's or bachelor's degree with specialization in chemical dependency counseling, 180 hours of chemical dependency education, 240 hours of supervised practicum experience, and 1,000 hours of compensated work experience as a counselor assistant.

Creates a transitional Division D pathway for individuals continuously holding a chemical dependency counselor assistant certificate since December 31, 2008, allowing them to obtain counselor II licensure with minimum training and examination requirements.

Removes independent chemical dependency counselor-clinical supervisors, independent chemical dependency counselors, and chemical dependency counselor III professionals from the list of supervisors for prevention specialist assistants and registered applicants under section 4758.61.

Requires the Department of Mental Health and Addiction Services to study levels of care for practicum experience programs within six months and develop recommendations for potential rule adoption.

Maintains changes scheduled to take effect October 9, 2021, with Sections 3 and 4 taking effect on that date.
