Creates a new "P.A.W.S." (Progressive Animal Welfare Society) specialty license plate available to vehicle owners in Ohio with a logo and words selected by the progressive animal welfare society adoption center, inc.

Requires a $25 contribution per registration and renewal, plus a $10 administrative fee, with contributions deposited into the license plate contribution fund established under section 4501.21.

Amends section 4501.21 to comprehensively detail how the registrar distributes specialty license plate contributions to over 100 specific charitable organizations, educational institutions, and nonprofits for designated purposes.

Specifies that the progressive animal welfare society adoption center, inc. receives contributions to support activities of the adoption center, with funds distributed according to the new section 4503.582.

Repeals the existing section 4501.21 and replaces it with an expanded version that centralizes all specialty license plate fund distributions in one comprehensive section.
