Creates an Office of the Solicitor General as a section within the Ohio Attorney General's office, with duties to be set by the Attorney General.

Establishes a Tenth Amendment Center within the Attorney General's office to monitor federal executive orders, statutes, and regulations for potential abuse or overreach inconsistent with the U.S. Constitution.

Requires the Tenth Amendment Center to employ at least one attorney dedicated to monitoring federal executive orders and regulations for possible overreach.

Directs the Tenth Amendment Center to prepare recommendations to the Solicitor General if it determines a federal executive order or regulation lacks legal support; the Solicitor General then advises the Attorney General on possible causes of action.

Grants the Attorney General discretion to initiate legal action based on the Attorney General's own initiative or the Solicitor General's recommendation.

Requires the Attorney General to provide adequate office space, staff, equipment, and materials to both the Office of the Solicitor General and the Tenth Amendment Center.
