Grants the Attorney General concurrent authority with other state officials to debar vendors from state contracts for goods, services, or construction paid for with state funds.

Establishes debarment grounds including contract non-performance, bid manipulation, criminal convictions related to public contracts, antitrust violations, and submission of false information.

Requires notice of proposed debarment and allows vendors to request a hearing before debarment is finalized, with appeal procedures under Ohio Administrative Code Chapter 119.

Allows debarred vendors to regain eligibility after the debarment period expires if they are not otherwise debarred.

Permits courts to impose debarment as a remedy in civil actions brought by the Attorney General against vendors.
