Amends sections 149.43 and 5149.10 of the Revised Code to require electronic recordings of all parole board hearings (both full board and other hearings).

Electronic recordings must exclude certain personal identifying information of crime victims and their immediate family members, including names, dates of birth, addresses, social security numbers, and contact information.

Designates parole board hearing recordings as "public records" under Ohio's Public Records Law, making them available for inspection and copying upon request.

Allows requested parties, including inmates, to obtain electronic recordings of their hearings upon request, with transcription costs borne by the requesting party.

Establishes procedures for recording, maintaining, and releasing these recordings while protecting victim privacy through redaction of identifying information.
