Creates a new specialty license plate for Bishop Hartley High School located in Columbus, allowing vehicle owners to display the school's logo and name on their plates.

Requires a $30 contribution per registration or renewal that goes into the license plate contribution fund, plus a $10 administrative fee for the Bureau of Motor Vehicles.

Amends section 4501.21 to establish a comprehensive license plate contribution fund that distributes collected contributions from various specialty plates to designated charitable organizations, educational institutions, and community groups.

Lists over 100 organizations receiving contributions from specialty license plates, including cancer research foundations, youth organizations, schools, historical societies, sports groups, and veteran support organizations.

Requires the registrar to distribute annual investment earnings from the fund to each recipient organization proportionate to the amount of money they received during the previous calendar year.
