Amends Ohio Revised Code section 4511.093 to impose an annual cap on traffic tickets issued by local authorities using photo-monitoring devices

Limits the total number of tickets issued annually to two times the population of the local authority, based on the most recent federal decennial census

Requires a law enforcement officer to be present at the device location at all times during operation and mandates compliance with sections 4511.094 and 4511.095

Prohibits township representatives from using photo-monitoring devices to enforce traffic violations on interstate highways

Allows officers who personally witness violations to issue tickets under standard procedures, which are not subject to the photo-monitoring cap
